Full Servers

Hello all, my friend is trying to join my server but it is currently full (Sea of Sorrows). Our friend group all wants to be on the same world just in case we decide to do WvW. He upgraded his account, and his characters are under level 15. If he deleted his character will it be a "free" transfer like the past or will it use up the free transfer from the upgrade from f2p to xpacs first. Also, does transfer print you to confirm of if you click transfer will it automatically transfer you into the world. We're all trying to play together (even for WvW) so we're not trying to have him join a server and later end up having to use gems to convert.

EDIT: What is the best option for him to do, considering the servers are full. Not too sure when the servers reset population, but should he just wait to start when servers are open?
